Council conclusions on media literacy in the digital environment

In the promotion of media literacy it is crucial to recognise that the digital revolution has brought about significant benefits and opportunities, enriching the lives of individuals, in terms of their ability to communicate, learn and create, and transforming the organisation of society and the economy. The responsible and informed useof new technologies and new media requires citizens to be aware of risks and to respect relevant legal provisions, but media literacy policies should address such questions in the context of a generally positive message.

“Los indicadores del Eurostat se reconocen como aquellos que más aportan a la evaluación del uso de los medios por parte de los ciudadanos, pero no recogen las dimensiones de uso crítico y habilidades comunicativas para la participación. igualmente, los indicadores sobre el acceso al uso de las TIC en la educación, especialmente los desarrollados a nivel europeo por European Schoolnet  –Informes sobre paísesEstudios comparativos-, contribuyen a un diagnóstico sobre la ML en el aula, pero son insuficientes para valorar su desarrollo en el currículo o la disponibilidad de recursos didácticos sobre el tema”

Sorprendentemente e apesares dos esforzos en introducir as novas tecnoloxías da educación nas escolas cos Plans Avanza e Avanza 2, Internet na Aula, resulta que segundo o AIMC a xente conéctase menos a internet dende o centro de estudios ca do que xa se conectaba no 97. O mesmo pasa coas conexións dende o lugar de traballo.

Se esto fose certo, podería ser que estiveramos a tirar cos cartos publicos destinados a fomentar o uso das TIC. Dios queira que o EGM se equivoque, porque senón solo nos queda subir as audiencias co noso Proxecto Abalar para que veña a nos a Sociedade da Información. Non deixemos cair o PIB.

 

 

Quen carajo interpreta as gráficas

“La edad es un factor determinante en el acceso a Internet, cuatro de cada diez internautas tienen menos de 35 años”.

Coño claro!! e pola mesma 6 de cada 10 deben de ter máis. Está claro que idade e un factor determinante, porque sempre está presente inda que solo sexa porque todo o mundo ten unha idade (ou outra).

“Distribución de internautas y población total por edad”. Está claro so o 12,2 son menores de 24 anos nesta enquisa na que non entran menores de 16 porque se se incluíran o mesmo se incrementaban os niveis en educación primaria.

“Entre la población internauta se observa mayor porcentaje de ocupados por cuenta ajena y personas con estudios universitarios que entre la población total”
 Non sei a porque se divide en etapas a ESO, se non se fixera sería a o tramo significativamente maior, pero aínda así está claro que non hai unha diferencia significativa entre os datos de universitarios e os de segunda etapa de secundaria.



Eu non sei quen carajo elabora estes informes que levan unha chea de capital público e que unha chea de xente ten que consultalos para o seu traballo (mesmo as empresas e accionistas de empresas relacionadas co mercado das telecomunicacións, por exemplo) Xa non vou entrar en detalles sobre o cuestionario, porque teño máis que facer, e esto non se arregla nun día. Pero bueno, aí queda a idea.

Relacións Familiares e usos de Internet

4.5. Family relationships

Differents studies have examined the influence of familiar context on the Internet use of adolescents[34] [35]. Particulary, communicative forms and unsatisfactory familiar relations have been related to intensive and problematic use of the Internet, and more specifically with applications orientated to interaction and communication[36] [37].
Regarding this point, the questionnaire contained a question which tried to investigate the subjective perception that the adolescents had of the type of relationship they had with their parents. Specifically, they were asked to indicate the way in which they rated their relationship with their parents, being able to choose from six possibilities: “Total trust: my parents trust me and I tell them everything that happens to me”, “Fairly close: we often talk about issues that worry us”, “My parents are very authoritarian and we hardly communicate”, “My parents are very authoritarian, but they listen to me”, “My parents have no idea what is happening in my life and I think they don’t even care” and, lastly, the option “Other” was included.
This question was transformed and recoded to capture two options: close and communicative relationships and authoritarian relationships (items one and two, coded as value 1) and/or with scarce or no communication (items three, four and five, coded as value 0); finally, the “other” option was treated as missing values by the system.
Other variables collected through the questionnaire and which were used in this study were: age (collected as a continuous variable), sex (man=0 and woman=1) and access to Internet from their own bedroom. Finally, the educational level variable, which was originally going to be included in the analysis, was eliminated in the end due to the high correlation with age, which could distort the results of the factor analysis.

10th World Telecommunication/ICT Indicators Meeting, Bangkok, Thailand, 25-27 September 2012

The 10th World Telecommunication/ICT Indicators Meeting (WTIM) will take place from 25-27 September, 2012, in Bangkok, Thailand. The WTIM is organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) and hosted by the Ministry of Information and Communication Technology (MICT) of Thailand. The WTIM will be preceded by a two-day meeting of the Expert Group on Telecommunication/ICT Indicators (EGTI), in the same location.

The WTIM 2012 will address, among others, the following topics:

  1. The national coordination of ICT statistics
  2. Measuring fixed and mobile broadband, including pricing, traffic and capacity
  3. Measuring progress towards the achievement of the WSIS outcomes (jointly organized with the Partnership on Measuring ICT for Development)
  4. Revisions to the indicators on household ICT access and individual ICT usage
  5. Measuring gender-related ICT indicators
  6. Emerging issues such as measuring digital broadcasting, including IPTV
  7. Results of the work carried out by the EGTI since the 9th WTIM

The WTIM, open to all the membership, is primarily targeted at those responsible for ICT statistics in relevant Ministries, regulatory agencies, telecommunication operating companies and national statistical offices. Experts interested in the subject of information society measurements are also welcome to attend the meeting.

Gastar en I+D+i

Os profesionais do Observatorio Nacional de las Telecomunicaciones y de la Sociedad de la Información que elaboran La sociedad en Red. Informe Anual 2011expresan a información que nos da a gráfica do xeito seguinte:

Ocho de cada diez internautas se conectan a Internet desde su hogar.

Eu expreso e afirmo a partir da mesma gráfica o seguinte:

Oito de cada dez internautas conéctanse a Internet dende fóra dos seus fogares.

E a miña afirmación é tan certa coma a do profesional que traballa para ONTSI.

Procedemos a sumar os que se conectan dende fóra do fogar:

35.5+21.4+9.8+9.6+6.8+3.8= 86.9

Ademáis, aínda que non dou atopado o cuestionario para saber como funciona a pregunta no cuestionario, asumo que as respostas non son excluíntes porque entre os que se conectan dentro e os que se conectan fóra estamos ante un 169.6% (82,7+86.9). Polo que parece os mesmos que se conectan dende a casa tamén se conectan dende outros puntos . Bueno, eu non sei para que pretendía servir esta gráfica, pero serviu para cabrearme xa pola mañán e facerme perder algún tempo.

A xente que consulta este tipo de informes, suele estar moi ocupada e ter moitas cousas en que pensar, pero non hai que aproveitar isto para colocar calquera cousa de calquera maneira. Convén poñer un pouco de interese e rigor no traballo que se fai para non acabar inmers@s en estados de crisis incomprensibles. Hai que esforzar o intelecto cara a comprensión da realidade. Sobre todo dende os observatorios destinados a tal fin. Non hai que rellenar con vacío as fendas existentes entre o coñecemento e o real.

Non olvidemos que estes informes están dirixidos a xente que presumiblemente ten un intelecto medio, tal vez en algún caso incluso superior. Un pouquiño de responsabilidade no traballo que se fai con cargo a fondos públicos. Esto non é invertir en I+D+i, esto é gastar en I+D+i
